There are a number of these territories the US has. They don’t get talked about for some reason. They are places that don’t get the full benefits an actual state would. It’s a kind of Imperialism though they would never call it that. There are a number of these places. Midway, Marshall Islands, Saipan, Puerto Rico, US Virgin Islands for example that come to mind.
A place like Wake Island may only have a few hundred people living there but there will be a constant rotation of personnel passing through there in addition to Aircraft stopping over. That was more of a thing a few decades ago I’m sure, every person passing through there is going to want a souvenir. This is one of those souvenirs I’m sure of it.
