To me the pliers are always to tool I'd want the most. Unfortunately very few SAK's have the pliers. Furthermore I would like to see on a bladeless 'knife' the metal file, the scissors, the cork screw, and the usual screw drivers. The chisel/wire scraper as seen on the Spirit would also be a useful option. Just as a sort of belt cutter blade (which is not a knife blade with which you can stab or slash a person).
Carrying a pocket knife in public spaces and buildings in the Netherlands is still permitted. HOWEVER… some cities (like Amsterdam, Alkmaar, Zaanstad) have 'Knife Bans'. The rules can differ in each and every city. In Alkmaar all 'user knives' are forbidden to carry in public spaces and waters, and public building. Zaanstad forbids carrying any object that can stab or cut. Although it is allowed to carry these object with you when they are securely packed and can not be readily used.
Many politicians here want to outlaw carrying in public spaces ALL objects that can be used to stab or cut. Be it machetes, steak knives, hay forks, bbq skewers, knitting needles and so on!
